TEXT OF AN ADDRESS BY THE CHAIRMAN, GOVERNING COUNCIL, AKWA IBOM STATE COLLEGE OF EDUCATION, AFAHA NSIT, MRS. REGINA G. IKPATT ON THE OCCASION OF THE 7TH COMBINED CONVOCATION OF THE COLLEGE, TODAY, JULY 12,2019

PROTOCOL

It is with great joy that I, on behalf of the Governing Council, welcome you all to the 7h Combined Convocation of the College of Education, Afaha Nsit, for the conferment of certificates, prizes and awards to deserving awardees. I am particularly delighted to welcome our dynamic Governor, who is the visitor to this College, His Excellency, Deacon Udom Emmanuel, his dear wife, Deaconess Martha Udom Emmanuel, and our dear Deputy Governor, Mr. Moses Ekpo, MFR, and other members of the State Executive Council to this ceremony.

I also welcome most warmly our dear members of the National Assembly as well as of the State House of Assembly and the cream of personalities present today for this convocation.

Today’s event is unique in several ways. This is our first reception and interaction with His Excellency and Visitor of this College upon his historic victory and subsequent inauguration for a second term in office as the Governor of Akwa Ibom State. Congratulations, Your Excellency! I congratulate our graduating students who are largely the purpose for this gathering. We also commend parents and guardians whose vision and value for education have made the gates of this College to be continually open, not forgetting the lecturers who are the bakers of the products showcased today. We acknowledge the contributions of the previous and present Management and staff of the College to the success of the young men and women whom we are celebrating today.

Let me thank Your Excellency, Mr. Udom Emmanuel, for the selection of the 9th Governing Council of the College of Education Afaha Nsit. This is a convergence of credible personalities of experience, exposure and knowledge to transform the only College of Education, in Akwa Ibom State. May we assure Your Excellency of our resolve to meet and surpass your expectations for the College to be counted in the annals of successful teacher training colleges inNigeria, given the required conducive administrative atmosphere by Management.

Indeed, we have already devised several measures to transform and reposition the College in line with the mandates given to us by Your Excellency.

I crave your indulgence at this juncture, Your Excellency, ladies and gentlemen, to highlight some of the challenging situations we met on our assumption of duty. These include: i. Non-issuance of original certificates since 2008, a situation that made the College less attractive to prospective candidates Non-accreditation of academic programmes for almost a decade, a situation that brought the College to the brink of closure by the National Commission for Colleges of Education (NCCE).

ii. Low staff morale occasioned by the non-payment of promotion arrears to staff for 2012, 2013 and 2014.

iii. Shortage of critical staff;

iv. Poor access road to the College and the internal road network, amongst others.

Vi. Non-commencement of degree programmes as approved by the Senate of the University of Uyo since 2014/2015.

Insurmountable as these challenges appeared, it is my great joy and pleasure to announce today that owing to the passion of His Excellency, the Governor of Akwa Ibom State, Deacon Udom Emmanuel, many of these issues have been resolved. Let me at this point publicly acknowledge and thank him for the intervention and support to the College. As a net result of his support, we have been able to achieve the following:

i. The construction and subsequent inauguration of access road to the College in 2018.

ii. Construction of perimeter fencing of the College.

iii. The construction of the internal road network, which is ongoing and it is hoped it is one of the items in Your Excellency’s completion agenda.

iii. prompt release of funds for accreditation of academic programmes by National Commission for Colleges of Education (NCCE). Indeed, we are happy to inform Your Excellency that none of the 20 programmes presented was denied accreditation.

V. approval for the enhance accreditation processes. recruitment of critical teaching and non-teaching staff to enhance accreditation processes.

Vi. renovation of laboratories and other buildings.

Vii. issuance of original certificates to graduates of the College since 2008 till date.

Viii. visit for verification of facilities and the subsequent commencement of degree approval and release of funds for the National Universities Commission (NUC)programmes in affiliation with the University of Uyo.

ix. approval and subsequent payment of promotion arrears pending for 2012, 2013 and 2014 to alleviate the sufferings of staff and enhance good labour relations. This has brought to an end the many years of industrial disharmony and further expression of Your Excellency’s labour-friendly disposition. In all these we sincerely thank Your Excellency for your kindness and goodwill.

I must not fail at this juncture to acknowledge the infrastructural support of the Federal Government through her intervention agency- Tertiary Education Trust Fund (TETFund). Currently, there are three ongoing TETfund building projects in the College namely: 1. Lecture Theatre for the School of Science

2. School of Education Complex

3. School of Languages Complex

Other TETfund Intervention projects include: the renOvation of College Auditorium and award of contract for the supply of Library materials. Your Excellency and our distinguished guests, in recognition of the significant contributions to the growth of Education and Human Capital Development, the Academic Board and the Governing Council have approved the recognition and conferment of awards on the following eminent personalities:

1. Mr. Udom Inoyo, the Executive Vice-Chairman, Exxon Mobile with the award of Excellence in Human Capital Development.

  1. Rev. Dr. Sylvia Imoh, President and Founder, Humanity Global, Milestone Award in Education Development.

  2. His Excellency, Otuekong Idongesit Nkanga, Director General 2019 Divine Mandate Campaign Organization, Distinguished Public Service.

  3. Senator Bassey Albert, Educational Endowment and Philanthropic Award.

On behalf of the Goveming Council, Academic Board, the Staff and Students of the College, we joyfully congratulate all of you on this well deserved honour. Your Excellency, while the Governing Council, the Management, the staff and the Students of the College remain eternally grateful to you for your visionary intervention, which has brought significant uplift to the College thus far, permit me to, please, direct your attention to some other disquieting needs of the College, and to request of you further kind support to enable us to complete the journey. The urgent and critical needs are as follows: a. Lack of a functional Medical Centre. We had sent the drawings and estimates for the consideration and approval for the construction of a Medical Centre to meet the health needs of the College and requirement of accreditation bodies. b. Provision of a Cafeteria in order to cater for studentss on campus and others.

c. The College is aware of the current financial situation in the State, and the commitment of this government. We, however, wish to appeal for Your Excellency’s further financial support to the College to meet basic running costs.

d. Recruitment of additional staff and provision of additional facilities to enable us to prepare for the accreditation of those academic programmes on interim accreditation whose month of grace had elapsed. A formal request in this regard had been submitted for Your Excellency’s consideration and approval.

e. Provision of adequate power in view of the College’s disconnection from the.National Grid.

Your Excellency, I cannot end this address without commending the leadership of the Student Union and the entire Students body for their sense of discipline and decorum which have promoted the much desired peace on campus.

I hereby appeal to all stakeholders to support the Akwa Ibom State College of Education, Afaha Nsit, in its drive for infrastructural development and academic excellence. To our graduands, I encourage you all to exhibit the greatest sense of maturity and excellence as worthy ambassadors of this College. You should always Justity the certificate of this College in your possession as the product of learning and character to impact the society positively.

Your Excellency, distinguished ladies and gentlemen, thank you for honouring our invitation and may God bless and grant you journey mercies to your various destinations. Thank you and God bless.
